Mr. Ban Ki Moon UN Secretary General, we Overseas Cypriots advocating for a just and lasting Cyprus reunification solution fail to see how the frequency of the talks in the next few weeks or months can have an effect on the results of the talks if the main reasons of NO SOLUTION are present for over 37 years now. Also, we do not believe that the two Leaders without the implementations of adopted KEY UNSC Resolutions on Cyprus that will allow TRUE political will and the FREEDOM of the legal Cypriot Citizens to DECIDE, can ensure a successful reunification outcome based on UN adopted Resolutions and the two Leaders agreed points. The main reasons are:
a) The presence for 37 years now of the Turkish illegal occupation troops in Cyprus, and the disrespect of the sovereignty and the territorial integrity of Cyprus by Turkey. Violations and reasons that are preventing the freedom for the legal Cypriot citizens to freely decide at the referendums that will follow to finalize any agreement by the two Leaders,
b) Turkey as always tell the UN and EU that she supports the talks but at the same time demands conditions that violate the human rights of the Cypriots, the UN adopted resolutions and the rule of Law,
c) Turkey is for 27 years now assisting and supporting illegal settlers from Turkey to enter the occupied part of Cyprus resulting at the present time the illegal to be more than the legal Turkish-Cypriots.
Mr. Secretary General, as you correctly stated numerous times the talks are taking place under your good offices and the solution they are striving to achieve is based on UN adopted resolutions on Cyprus. BUT Mr. Ban Ki Moon, the KEY adopted Resolutions that can assist the two Leaders and the two Cypriot communities to work for and accept a just and lasting agreement and the legal Cypriot citizens to freely finalize the agreements are NOT IMPLEMENTED by Turkey. If the GAR 3212 that was adopted unanimously including Turkey (the key to the solution) in December 1974 was implemented 37 years ago we will not be having a Cyprus problem today.
In our opinion, if the third party of the talks YOU with your representatives Mr. BAN Ki Moon can not convince the Permanent Members of the Security Council to assist and facilitate the talks by:
a) Convincing the key party Turkey, to create the correct environment in Cyprus by removing the illegal Turkish troops,
b) Convince Turkey to remove the illegal Turkish settlers from Cyprus that now are more than the legal Turkish-Cypriots and take part in voting as they did with the Annan Plan,
c) Convince Turkey to implement GAR 3212 that was also adopted by the Security Council.
Then we cannot be optimistic for positive results.
In conclusion Mr. Secretary General, if Turkey is not convinced to comply with the removal of the illegal troops and settlers and stop using REAL FACTS based on Turkish logic that is based on Turkish military power and expansionist polices on Cyprus, then in our opinion again: First, even if the two leaders are convinced by “outsiders” to come to an agreement, the REFERENDUMS that are needed to finalize the Cyprus solution will not be POSITIVE for the reunification of Cyprus or the United Nations prestige. And second, we will have another 2004 (Annan plan) result that may affect the Middle East Area also.
